Radius launches £60m Belfast housing scheme

Radius Housing Association has launched a tender for a £60m social housing construction project in west Belfast.

The second phase of the Hannahstown development will deliver 140 homes on a greenfield site off Glen Road.

The scheme includes 73 houses, two wheelchair-accessible bungalows and 65 apartments across seven blocks.

One apartment block will incorporate additional communal spaces for older residents, according to a tender notice published last Friday (26 September).

The development will also include landscaping, a children’s play area, amenity space and other ancillary works. Site-wide enabling works will be carried out alongside the main contract.

Radius Homes, acting as client, has indicated the scheme could be extended to a third phase covering a further 120 units. This would depend on satisfactory delivery of the current phase and agreement on value for money. The option is permitted under section 74 and schedule 8 of the Procurement Act 2023.

The contract is scheduled to begin in March 2026 and run for approximately 36 months. Tender documents are expected to be issued in the third or fourth quarter of 2025.

Procurement is being carried out under the Competitive Flexible Procedure set out in Regulation 20(2)(b) of the Procurement Act 2023. This route allows for multi-stage tendering and negotiation, including:

Stage 1 – Conditions of Participation: Contractors will undergo prequalification based on defined criteria.

Stage 2 – Tender Stage: Shortlisted firms will submit bids based on initial cost and quality. Top-ranked tenderers may then enter confidential negotiations with Radius and its consultants to explore value-engineering and cost-efficiency options. Bidders will subsequently submit best and final offers.

Stage 3 – Optional Post-Tender Negotiation: Radius may enter final dialogue with the preferred bidder to refine elements of the specification, cost, social value or sustainability offer before contract award.

The award will be made based on most advantageous tender or lowest acceptable cost. Bids will be evaluated in order of price, provision of social value, and quality.

Three contracting authorities based in Northern Ireland are involved in the project: Radius Housing Association, Radius Homes and Choice Housing Ireland.

The deadline for requests to participate is 23 October 2025, with award of contract expected in March 2026.
