Ethereum co-founder Vitalik Buterin has outlined plans to significantly shift the ETH ecosystem by raising the standards of projects claiming to be rollups. With the proposal, he aims to prioritize decentralization and security over other factors.
Starting next year, Buterin intends to publicly mention only Layer 2 solutions that have achieved at least Stage 1 of decentralization. He emphasized that this new standard will apply regardless of personal connections or investments. “It doesn’t matter if I invested, or if you’re my friend; stage 1 or bust,” he stated firmly.
I take this seriously. Starting next year, I plan to only publicly mention (in blogs, talks, etc) L2s that are stage 1+, with *maybe a short grace period* for new genuinely interesting projects…The era of rollups being glorified multisigs is coming to an end. The era of cryptographic trust is upon us.
The Ethereum co-founder expressed optimism about several ZK-rollup teams that have indicated they are on track to reach Stage 1 by the end of the year. Buterin stated that while the industry should move towards greater cryptographic trust, it’s essential to maintain safety measures. He suggested that a Stage 1 threshold, requiring 75% of the council to override the proof system and at least 26% of council members to be independent, is a reasonable milestone.

Buterin’s announcement signals an intention to change the perception of rollups being solely viewed as glorified multisigs. He envisions a future where rollups are truly backed by code and the security council’s role is limited to intervening only in cases of provable code discrepancies.
In subsequent threads, he also outlined his requirement for transaction inclusion guarantees in rollups. He argues that there should be a mechanism in place that empowers users to either post rollup transactions themselves or, at the very least, ensure the withdrawal of their assets without relying on the cooperation of the rollup operator.
This means that the operator should not have the power to freeze or steal user funds by censoring them. The only way for the operator to manipulate the system would be to post a false state root.
